                                                                                                "The Yearbook of the National Assembly

 

"Construction and Trajectory of a Nation-State." Title of the publication of the 14th "Alternance Journal" edition, written by the 41st class of the Center for the Studies of Science and Information Technology (CESTI) UCAD, with the support of Konrad Foundation Adenauer (FKA).

 

This condensed publication of 294 pages, traces the highlights marking fifty years of the history of independent Senegal. CESTI students reviewed the most significant historical events of the country, through the role, composition and functioning of the National Assembly.

 

Although representatives of the National Assembly are elected by the sovereign people, the vast majority of the public often ignores the quality of the men and women who runs this Legislative Institution.

In this brilliiant publication, CESTI produced "The Yearbook of the National Assembly", in order to better introduce and present the portraits and profiles of the Honourable Members of Parliamentarians of Senegal.

 

Teachers and guests have all unanimously appreciated the editorial quality of this documentary called a "reference book", questioning the relevance of gender and, the massive presence of women in the National Assembly.

 

According to one supervisor, Mr. Mamadou Kasse, this second manual is a database for citizens' action. It can be considered as a guide to inform about the representatives of the people and, to facilitate direct contact through Parliamentarian Closeness.

                                                                                                                 Interparliamentary Committee WAEMU

 

From 9 to 13 June 2014, Dakar will host the meeting of the Bureau of Inter-Parliamentary Committee WAEMU (UEMOA CIP).

 

Like the national parliaments, the Dakar meeting, dedicated to the preparation of the 2nd Ordinary Session of the Annual CIP-UEMOA is essentially budget bound. Beyond budgetary aspects, the Bureau will examine the issues of peace and democracy. In this capacity, it will hear the report of the IPC-UEMOA observation mission dispatched to Guinea-Bissau's recent presidential and legislative elections.

 

In addition, the Office will establish the agenda of its 34th Ordinary Session to be held in Abidjan in August 2014.

Last but not least, the officers will review the information on the socio-political situation within the Member States of the Union, and discuss the prospects for the installation of the WAEMU Parliament.

 

The choice of Dakar to host this meeting of the Bureau of Inter-Parliamentary Committee WAEMU is very significant. It has th manifest recognition of  IPC-UEMOA to Senegal, a Member State, as well as for his dedication to peace, democracy, and for his commitment to the cause of sub-regional integration.

 

As a reminder, it was in Dakar that was signed on 29 January 2003, the Treaty Establishing the Parliament. Senegal is the Depositary of the instruments of ratification of the acts relating to the WAEMU Parliament. During its stay in Dakar, the Office of IPC-UEMOA will conduct a working and courtesy visit with the high authorities of Senegal.

ECOWAS Extraordinary Summit: Heads of State ritaliate against terrorists

 

Heads of ECOWAS Member States have met Friday, May 30, 2014 in Accra (Ghana), at an Extraordinary Summit devoted to the security situation in Northern Mali and Northern Nigeria.

 

At the opening of this extraordinary summit, the President of Ghana, John Dramani Mahama, current Chairman of ECOWAS, strongly emphasized in his welcome address, the sub-regional organization will not tolerate the progress made on behalf populations, are challenged by the selfish and destructive interests of certain individuals.

 

For the current Chairman, determination and commitment of Heads of State of ECOWAS to Peace, security and stability are already known. However, he said that new threats to the sub-region call for concerted action and the pooling of efforts. In this regard, he suggested that "any act of terrorism against a Member State of ECOWAS must now be considered an attack against all the States of the subregion."

 

After the opening ceremony, the Heads of State and Government met for a closed-door session. In the final communiqué that sanctioned the meeting, they expressed their deep concern over the recent deterioration of the security situation in the region of Kidal in Northern Mali, as well as the bloody and recurrent attacks including Boko Haram in the Northern Regions of Nigeria.

 

On Mali, the Conference reaffirms its commitment to the preservation of the unity, integrity and sovereignty of the country, and requires the immediate withdrawal of armed groups from public buildings as well as from all occupied areas, and the return to positions before May 17

 

On the situation in Northern Nigeria, the Heads of State and Government welcomed the commitment to strengthen bilateral, regional and multilateral cooperation in the fight against terrorism of Boko Haram. They also urged Member States to strengthen their cooperation in the field of information sharing, coordination of efforts of the intelligence services and the implementation of laws.

                     ECOWAS: Obstacles to the free flow of goods & people

 

- ECOWAS passport,

- Recognition of the Right of Entry,

- Rights of Residence,

- Business Establishment Law

 

Two Malian associations launched a campaign for the abolition of obstacles to the free movement within the ECOWAS region:

1. The Malian Association of Deportees (MAD) and

2. Association Of Rejected Malians from Central Africa (ARMCA)

 

These associations have launched an advocacy campaign for the abolition of obstacles to the free movement within the ECOWAS space.

 

Under the theme of "Regional Mobility Week", the campaign will take place simultaneously in Côte d'Ivoire, Mali, Niger and Senegal.

 

According to officials of the two associations of the Malian Civil Society, the "ECOWAS of States" must now be transformed into the "ECOWAS of Peoples". They said it is not uncommon to hear that "ECOWAS does not work", highlighting the ineffectiveness of this regional institution to achieve sub-regional integration.

 

However, the President of AME, Mamadou Konaté notes several benefits already acquired: " 

* The lack of visa between ECOWAS Member States

* The circulation of ECOWAS Passport,

* The formal recognition of a right of entry, right of residence and right of establishment. "

 

Alongside these achievements, there are currently many challenges that motivate our campaign, noting that the citizens of ECOWAS Member States are lost in the multitude of texts that exist at the institution's adminstrative level.

 

Among the difficulties, Mr. Konaté denounced the possibility given to Member States to expel nationals of another Member State of ECOWAS. Non-applicability of the texts leads to harassment at borders and roads.

 

These are characterized by bribes, without any State lifting a finger. Faced with these difficulties, AME and ARACEM propose the revision of the Protocol of 1979 on the free movement of persons, the right of residence and establishment.

 

Mr. Niambélé of ARACEM campaign includes, among other activities, the delivery of campaign materials and a film "Passengers of the desert" targeting  presidents of Human Rights Organizations Community Leaders, and concerned Ministries.

 

It is also scheduled a meeting with Malian Parliamentarians, while organizing public debates and protest activities under the banner of:

"Stop the extortion and harassment on our roads."

The prohibition of access Dakar Port  Authority to a group of Members of Parliamentarians by Customs officials is unjust!

 

Our Honourable Members of Parliamentarians have every right to take it upon themselves to investigate the allegations regarding a possible phony contract, delivered to a French firm at the expense of domestic companies.

 

The Parliamentary Observatory demands the immediate formation of a "Commission of Inquiry" by the General State Inspectorate to identify the contours of this deal.

 

Compliments to the Honourable Members & Parliamentarians of Senegal who volunteered to investigate, and draw the attention of the authorities and the public about the seriousness of the offense.
